Method: Live Paint Filter for Blender (instancing paint strokes on geometry)
For the fish I did the water in After Effects

Method: Blender compositor to create softness. More Kuwahara filters blended together. For the trees I used 2D planes with rotation parented to the camera. As you can see I struggled with a lot of Z fighting of the 2D cards creating flickering. I’m guessing you guys would know how to do this method better than me.

Method: The painterly feeling is mostly from the Blender compositor. Blending different Kuwahara filters together.
I also masked out the boat splashes and did the paint FX in 2D using Topaz Studio 2.

Alexander Tullo
I’m not fully sure how this is done. I know he has been working with the creator of the Live Paint Filter, so he may be instancing paint strokes on geometry. The way the paint strokes resample at times has the feeling of Grease Pencil.
